Born and raised in Philadelphia, Pennsylvania, Dr. Waters attended Philadelphia Public Schools graduating from the Franklin Learning Center.  He earned his Bachelor of Arts degree in Elementary Education/Child Development from Morehouse College, a Master of Arts degree in Curriculum and Teaching from Michigan State University, a dual Master of Education in Educational Leadership and Master of Business Administration (MBA) from Dallas Baptist University, and his Ph.D. in K-16 Educational Leadership and Policy Studies from the University of Texas at Arlington.  His teaching experience spans across the United States and Australia.  Throughout his career, Dr. Waters has served as an Adjunct Professor of Education and Educational Leadership, an Elementary and Secondary Principal, and Executive Director/Superintendent of Schools.
